What does Measure 26-210 actually do?
Measure 26-210 will allow Metro to collect resources and distribute them to county steering committees. This will allow stakeholders to make investments in direct services and make the most impactful local investments in eliminating chronic homelessness and keeping those on the edge from losing control over their housing options.
Measure 26-210 was designed to raise the funds necessary to match the scale of the crisis – $250 million a year – without placing a burden on low-and middle-income families. If approved by voters by May 19, Measure 26-210 would create a regional 1% marginal tax rate on taxable income over $200,000 a year (joint/household) or $125,000 a year (single), and a 1% business net profits tax for regional businesses with sales over $5 million. All funds will be spent in the county generated, and funding decisions will be made at the local county level via a committee of community and business leaders, service providers, and government officials. Independent annual audits will be posted online for public review.
How will funds from the measure be used?
The funds will provide client-centered, wraparound, highly flexible services and economic opportunity in these ways:
- Expand case management and outreach servicesby prioritizing those experiencing chronic homelessness with permanent supportive housing services and expanding culturally responsive and appropriate service providers;
- Expand clinical services by improving access to behavioral and mental health services and interventions, improving access to addiction services, and expanding access to services for people with disabilities;
- Increase access to income opportunities such as job trainings, workplace support, and workshops on financial literacy,, as well as assisting with access of veterans benefits, Social Security benefits, disability income, and other benefits;
- Homeless prevention methods such as rent assistance, eviction prevention services, and prevention services specifically tailored toward rural households;
- Expand access to affordable, culturally-appropriate housing placements by maximizing federal, state, and local housing programs and subsidies; ensure people exiting institutions and foster care have shelters, bridges, and/or transitional housing placements; and providing long-term housing subsidies for the elderly, youth, and people with disabilities;
- Improve systems coordination, along with state and regional alignment;
- Be transparent, outcome-driven, and allow for strong community oversight of the funds, program implementation, and evaluation of outcomes.
How will Measure 26-210 impact our region?
Across Multnomah, Washington and Clackamas counties, 5,000 – 12,000 people sleep outside or in a shelter every night. Thousands more sleep in cars or doubled up in spaces not meant for sleeping. As many as 56,000 households in our region are one medical bill, car repair, or lost paycheck away from becoming homeless.
We already know what services work to help people transition out of homelessness and prevent homelessness in the first place — we just need the ability to fund these services to scale. Through Measure 26-210, our community will have the investment we need to effectively transform the reality of our chronic homeless crisis.
Services provided through Measure 26-210 will impact: seniors, children, women escaping domestic violence, people of color, people with disabilities, LGBTQIA+ folks, and veterans. Additionally, this measure will fund programs that make a substantial difference in reducing the risk of homelessness.
Why not a tax on everyone?
The HereTogether coalition is keenly aware that the homelessness problem is a part of an overall affordability crisis impacting most families in the Portland region. While we need to come together as a community, not everyone can afford to contribute equally to keeping this a great place to live for all of us.
Measure 26-210 is constructed to ask those who are doing better financially to help make our community stronger:
- High-Income Earners: Households with taxable income over $200,000 and individuals with taxable income over $125,000 will pay a 1% marginal tax on income over those amounts. 90% of individuals in the Metro region are exempt from this tax.
Example: A household earning $215,000/year would pay 1% tax on $15,000 ($150/year).
- Large Businesses: Businesses with gross income over $5 million will pay 1% marginal tax only on net profits earned within the Metro region. 94% of businesses are exempt from this tax.
Example: A large business that earned $25 million nationally, with $200,000 net profits inside the Metro region, would pay 1% on the regional net profits ($2,000).
How will we know funds will get to where they need to go?
All funding decisions will be made by local boards with community and stakeholder involvement as outlined above. Administrative costs will be capped by law at 5%, audited and reviewed annually by the Regional Oversight Committee. Spending and outcomes will also be subject to an accountability review by the counties’ oversight and implementation committees. Finally, an independent annual audit will be conducted and results posted online for public review.
